Special requirements


Dear exhibitors,

    With regard to your participation in “HEMUS 2010” and if you are planning to send exhibition goods (exhibits, models, advertising materials, etc.), we would like to inform you as follows:

          1.   Special licenses and permits are required for import, export and transfer in the Republic of Bulgaria of exhibition goods included in the International Munitions List and List of Dual-Use Goods and Technologies. The arrangement of the customs formalities of such goods at the Plovdiv Customs is rendered by a company approved by the Organizing Committee, and for all other goods - by International Fair Plovdiv, upon authorization by the owner of the goods.

    Please take into consideration that using the ATA Carnet (in compliance with the Customs Convention on the A.T.A. Carnet for the temporary admission of goods), as a document guaranteeing for goods intended for temporary import, facilitates significantly the customs clearance and saves you additional expenses for customs formalities. In addition, a guarantee is required for the transit transportation of goods not accompanied by ATA Carnet from any Bulgarian border customs office to the Plovdiv Customs. Therefore, we strongly recommend using the ATA Carnet for all temporary imported goods in Bulgaria. For any additional information and issuing ATA Carnet (for the member countries of the Convention), please contact your Chamber of Commerce.   

    2.   For the purposes of customs control and by an order of the Customs, a number of border customs offices are specified as the only customs entry/exit points for arms and dual-use goods and technologies on the customs territory of the Republic of Bulgaria.

          3.   In compliance with the General Participation Terms for the exhibition HEMUS (Section ІІ, Art. 1) your company should submit an application form for exhibits and demonstrations (Form 2) no later than 31.03.2010. Please complete the following information on your exhibition goods in column 2 of the Form:

For Arms and Dual-Use Goods and Technologies:

¨   Exact description of the different types of goods

¨   Customs tariff number - in compliance with the Harmonized Commodity Description and Coding System

¨   Position - in compliance with the International Munitions List and List of Dual-Use Goods and Technologies

¨   Specify the route of your goods on the territory of the Republic of Bulgaria – incoming border crossing

   point – Plovdiv – outgoing border crossing point.

¨   Contact information of the transportation or forwarding company to transport your goods.

For other goods – models, trial-pieces, advertising materials, etc.:

¨       Description of the different types of goods

¨       Customs tariff number - in compliance with the Harmonized Commodity Description and Coding System/

¨       Declaration stating that these goods are not included in the International Munitions List and List of Dual-Use Goods and Technologies

    Please strictly observe the given instructions and deadlines. Otherwise we cannot guarantee the timely provision of the license and permit for the import or transfer of your goods on the territory of the Republic of Bulgaria.

    If we receive detailed information on your goods in advance, we could define more accurately the necessary import procedures and could make you an offer for the forwarding services concerning your consignment.
